A gas processing center in the North: focus on producing fertilizer, power generation using gas if possible
After 2010:
Petrochemical Complex No.4: in combination with a new Refinery to supply raw materials for plastic, synthetic fiber, surfactant, fertilizer, and other products (PP, PTA, PET, SM, VCM, PVC, SM, PS, PE, methanol...)
At the time, Petrovietnam is carrying out the following petrochemical projects:

Mitsubishi Corp., JGC Complete
Vietnam Petchems Study
Mitsubishi Corp. and JGC say they have completed a feasibility study for a $2-billion refinery and petrochemical complex at Nghi Son, Vietnam, which would be completed in 2008. PetroVietNam (Ho Chi Minh City) awarded a memorandum of understanding last October to Mitsubishi Corp. and JGC to study the project.

ABB Lummus Global is to conduct a feasibility study into building a major petrochemicals complex in Nghi Son, Vietnam requiring an investment of $2.5 bn. The complex would include a 7 M tonnes/y refinery and aromatics and purified terephthalic acid production units as well as units with capacities of 150,000 tonnes/y polypropylene and 130,000 tonnes/y polyethylene terephthalate. The propylene needed to supply the petrochemicals units will be supplied by the refinery and the ethylene glycol for the polyethylene terephthalate unit will be imported.

Formosa to invest extra 212 mln dlrs
in Vietnam
Taiwanese petrochemical giant Formosa Plastics Group said it will invest an additional 212 million dollars in Vietnam to expand its operations in the country.
Chen Kun Tai, deputy general director of Hung Nghiep Formosa, the group's 100 percent Taiwanese-owned operating company in Vietnam, said the Ministry of Planning and Investment had handed over the expansion licence on Tuesday.

台湾プラスチックグループによるベトナム生産拠点の建設が進んでいる。南亜プラスチック、台湾化学繊維（台化＝フォルモサ・ケミカルズ＆ファイバー）、福懋（フォルモサ・タフタ）が共同で４億8,200万米ドルを投じて設立した「台湾興業」は、ドンナイ省チョンニャック県の300ヘクタールの工業団地の開発を行っており、台化の化学繊維工場が４月より同工業団地内で生産を始める。
南亜は二軸延伸ポリプロピレン（ＢОＰＰ）工場を建設中で、１日当たりの生産量は180トンと見積もる。

越で化学品原料タンクを増設 双日、容積倍に
増設するのはホーチミン市の南、ブンタウ市に拠点を置く「ニチメンケミカルタンクサービス」。メタノール用に３千立方メートルの大型タンク１基、他の原料用に７００立方メートルのタンクを３基新設し、配送用のタンクローリーも４台から8台に増やす。投資額は２億円強。６月に着工し、来年１月の稼働を目指す。
現在はメタノール用の１５００立方メートルタンクのほか、酢酸ブチルなど３種類を貯蔵するタンク(各１千立方メートル)を保有。増設でタンクの容積合計は２．１倍に増える。

The Vietnam Oil and
Gas Corporation (PetroVietNam) will cooperate with Korea's LG
International to build a plastics factory, at an estimated cost
of US$200 million, in the Dung Quat economic zone of central
Quang Ngai province.
The factory, to be
fed by the propylene source from the Dung Quat oil refinery and
will turn out roughly 150,000 tonnes of polypropylene per year.
The project is part
of the Korean group's investment scheme, which is strictly in
line with Vietnam's chemistry development strategy.

Singapore's SP
Chemicals signed last Friday several memorandums of understanding
with governmental agencies of Vietnam's Phu Yun province
regarding the possibility of investing in the construction of a
petrochemical complex there, the company said in a statement
released Wednesday.
According to the
statement, the MOUs outline the possibility of utilizing about
1,300 hectares in Hao Tam-Vung Ro to establish a petrochemical
park and complex--for an estimated project investment cost of
$1.2 billion.

in-principle approval from the Vietnamese prime minister's office
to set up a petrochemical project in Vietnam centered on a naphtha cracker
with 800,000 mt/year ethylene production capacity, the company said Friday.
Agent Orange Victims Sue Chemical Companies For Compensation
A lawsuit on behalf of Vietnamese victims of Agent Orange was argued Monday before the U.S. Second Circuit Court of Appeals. A companion case on behalf of U.S. Vietnam War veterans was also argued before the Second Circuit earlier in the day.
The lawsuit on behalf of the Vietnamese plaintiffs charges the U.S. chemical companies that profited from the manufacture of Agent Orange - including Dow Chemical, Monsanto, and 35 others - with knowingly providing the U.S. government with a poisonous agent to be sprayed indiscriminately on civilians and seeks compensation, clean-up and medical monitoring and support.

丸紅、ベトナムで次世代石炭技術実用化へ
丸紅は、地中深く埋蔵する石炭をガス化して取り出す次世代技術の実用化に、ベトナムで同国政府などと共同で取り組むことを明らかにした。困難とされる深層での石炭採掘のコストを下げるほか、二酸化炭素（ＣＯ２）排出量の削減にも有効と期待する。取り出したガスは発電の燃料とするほか、将来は日本への輸入も計画している。
新技術は、石炭層に地上から穴を掘って空気を送り込み、着火して不完全燃焼させることで発生する水素や一酸化炭素の合成ガスを、別の穴から取り出す。地下層を天然の「釜」とするため、設備を建設する費用を省くことができる。このガスで発電した場合、通常の石炭発電よりもＣＯ２排出を２〜３割削減できる、とのデータもあるという。
丸紅とベトナム石炭鉱産物公社、豪リンク・エナジー社が今月、この技術による共同事業化で合意した。

Quang Ngai省Dung Quat工業団地管理委員会によると、共産党中央執行委員会政治局は7月末、政府に対し同工業団地の経済区変更を承認した。これによりChu Lai経済開放区と同様に優遇政策が適用される。
同工業団地管理委員会のTran Le Trung委員長によると、政府は同工業団地の経済区変更に伴い法律文書を作成中だという。
今回の変更により、敷地面積は現在の1万3,000haから2万haに拡張され、現在の石油精製や石油化学工業に留まらず多岐に渡る分野の投資が可能となる見込みだ。

出光・三井化学 ベトナムに石油基地 6000億円、アジア向け
出光興産と三井化学がクウエートの石油会社などと組み、べトナムで大規模な石油コンビナートの建設計画を進めていることが２７日、明らかになった。投資総額は約６千億円を予定。日本の石油会社がアジアの製油所建設に参画するのは初めて。
クウェート社と合弁
べトナム政府の承認を受けた後に、合弁会社を設立。出資比率は出光興産と三井化学合計で約４割、国営のクウェート・ぺトロリアム・インターナショナルとペトロベトナムがあわせて約６割の線で最終調整している。
製油所と化学品プラントはベトナム北部タインホア省の（ギソン）工業区に建設する。

ニソン製油所・石油化学コンプレックス」の建設に向けて、装置の詳細設計や経済性、資金調達方法などを検討する合弁会社「ニソン精製有限責任会社（仮称）」に参加することを決定しましたので、お知らせいたします。
１．合弁会社の概要

（２）本件は、クウェート原油の安定供給をベースに、当社の石油・石油化学事業で培ってきた建設・運転技術を活かして、ベトナム国内において急増する石油製品需要を捕捉できるという三つの条件が揃った案件で、ベトナムでの収益基盤が構築できる。
（３）また、石油化学事業や石油製品の小売事業など、アジアでのさらなる事業拡大のチャンスも見込める。
（４）産油国であるクウェートとベトナムとの共同事業により、両国と一層の関係強化が図れ、安定した原油調達の確保にも寄与する。
４． 三井の出資理由
アロマ原料を安定的に調達することにより、ＰＴＡおよびフェノール事業の安定化と収益拡大につなげる。

Vietnam picks Sinopec for $4.5b refinery plan
Top Asian oil refiner Sinopec Corp will team up with Vietnam's
Petrolimex in a venture to build a $4.5 billion
petrochemical complex
in Vietnam's central region, a Petrolimex executive was quoted on
Saturday as saying.
Chairman Vu Ngoc Hai told the Lao Dong (Labour) newspaper
Petrolimex had picked Sinopec as its partner in the venture
discussed by the two firms to build the complex,
including a refinery, in Khanh Hoa province.
They have agreed to import crude oil from Singapore or the Middle
East to feed the refinery, the fifth such major project in
Vietnam, with an annual processing capacity of 10 million tonnes
of crude, or 200,800 barrels per day.

Construction of biggest petrochemical complex to begin in late
September
The Prime Minister has given approval to kick start the
construction of Southern Petrochemical Complex in southern Ba
Ria-Vung Tau province on September 29, The Vietnam Oil and Gas
Group (PetroVietnam) announced on August 20.
The project is said to be the biggest independent petrochemical
one in the country with total investment of US$3.77 billion and
capacity of over 3 million tonnes of products a year. It covers
400 hectares in PetroVietnam Long Son Industrial Park, right next
to Long Son Oil Refinery.
Investors of the project include PetroVietnam,
Vietnam Chemical Corporation (Vinachem), Vina Chemical Company of
Thailand's Siam Cement Group (Vina SCG Chemicals) and the Thai
Plastic and Chemicals Company (TPC).
The complex is scheduled to start operations in late 2012 and
will act as the only supplier of HDPE and LDPE in Vietnam.
Construction of the first phase is scheduled for late 2013 and an
expansion of the complex is planned for 2016.
Once in full operation, the complex will produce 1.45 million
tonnes of polyethylene (PE) and polypropylene (PP), meeting 65% of domestic demands
for PE and PP by 2017, contributing to stabilising input
materials for petrochemical industry, plus 730,000 tonnes of
chemical materials for production of polyvinyl clorua (PVC) and 840,000 tonnes of other key
chemical materials for the oil refinery and petrochemical
industry.

Cement in $3.77 bln petrochemical deal
Viet Nam has granted a license to state oil group Petrovietnam
and two units of Siam Cement, Thailand's top industrial
conglomerate, to build a $3.77 billion petrochemical complex, a
newspaper said Monday.
The license was issued to Long Son Petrochemical Co Ltd formed by Petrovietnam, Viet Nam
National Chemical Corp, Siam Cement's Vina SCG Chemicals and its
44.7 percent-owned Thai Plastic and Chemicals TPC.BK, the
Planning and Investment Ministry-run Dau Tu (Investment)
newspaper said.
The petrochemical complex will be built in the southern
province of Ba Ria-Vung Tau for completion in the second
quarter of 2013 at
a total cost of $3.77 billion. The project's registered capital
is $1.51 billion, the paper said.
Siam
Cement subsidiaries would own 71% of the complex, and the two Vietnamese
firms would hold the rest, Siam Cement said in a letter to
the Thai stock exchange in March.
Siam Cement has said the plant will be built close to Long Son refinery, Vietnam's third such plant after Dung Quat and Nghi Son, and will supply other domestic industries such as automotive, consumer goods packaging and aluminum.

BIZA issued Investment Certificate No 492022000118 dated July 11th ,2008 certifying Investors: Vietnam Oil and Gas Group, Vietnam national Chemical Corporation, Vina SCG Chemicals Co., Ltd, Thai Plastic and Chemicals Public company limited establishment Long Son Petrochemicals Co., Ltd, to implement South Vietnam Petrochemical complex located Petro-Long Son Industrial park, Long Son commune, Vung Tau City. Total area of the project is approximately 400 hectare.
South Vietnam Petrochemical Complex is the first largest fully integrated word-scale petrochemical complex in Vietnam. The Project will have upstream, intermediate and downstream production units to produce petrochemical products as: Ethylene, Propylene, HDPE...Total investment capital is 3.77 billion USD, of which the contribution capital is 1.508 billion USD. The implementation of the Complex will be based on Licensor + EPC contractor way. The project execution schedule of the Complex is separated into 6 parts and complete in quarter two in 2013. The Complex is estimated to create about 10,000 new jobs in the construction period and more than 1,500 after commercial run.
The Complex is the first fully intergrated petrochemical complex in Vietnam. The Complex will be the foundation of the development of the petrochemical industry and plastics industry of Vietnam, turning the country into a more self-sufficient position.The complex will include an international-scale facility producing olefins with an annual designed capacity of 1 65 million tons one producing polyolefins, 145 million tons one processing Chlor-alkali, 280,000 tons and one processing raw materials for Polyvinyl Chloride (PVC) plastics, 330,000 tons of EDC and 400,000 tons of VCM.
Construction and operation of the complex will be divided into two phases, with the PVC-related plants likely to operating in 2012 and the other plants in 2013. The petrochemical complex together with the Long Son oil refinery costing at least US$6 billion is under the US$10 billion Long Son oil refining-petrochemical project.別記事
The project will produce 1.65 million tonnes of olefins, 1.45 million tonnes of polyolefins, 280,000 tonnes of soda and 730,000 tonnes of vinyl chloride monomer (VCM), a material for polyvinyl chloride (PVC).

The first oil refinery Dung Quat, which is under construction in central Quang Ngai province, is expected to start operation in next February to process 6.5 million tons of crude oil a year and meet more than 33 per cent of the domestic demand.
